Regulatory Excellence: The Story Behind Safer Communities

Every role at NLC contributes to a larger story that is grounded in public trust, responsibility, and service to communities across Newfoundland and Labrador. While much of our work is visible to the public, there is also critical work happening behind the scenes that helps support safer communities every day.

This month, I want to recognize the important role Regulatory Excellence plays within NLC as well as our dedicated teams whose work helps uphold accountability, social responsibility, and public confidence across the province.

Protecting Communities Through Responsible Oversight

As we enter the busy summer season of festivals, concerts, and community events, NLC plays an essential role in helping to ensure these gatherings are safe, responsible, and compliant. An increase in special events and seasonal tourism brings added demand for licensing, inspections, education, and onsite support. Through direct engagement, oversight, and ongoing guidance, our Regulatory Services team helps event organizers and local businesses navigate requirements efficiently while maintaining a strong focus on public safety and accountability.

Also, of importance is ensuring that regulatory standards are applied consistently, regardless of event size or location. In fiscal 2026* alone, over 250 Special Event licenses were issued in Newfoundland and Labrador. Through coordinated oversight and effective execution by our regulatory team members located across the province, we can efficiently assess applications, conduct inspections and provide timely support and direction. This consistency is key to maintaining public safety, supporting fair and transparent practices for organizers, and reinforcing confidence in the regulatory process.

Supporting safe and responsible events is one part of NLC’s broader commitment to Regulatory Excellence across the province. Our Regulatory Services team continually enforces compliance, while also providing guidance and education to all licensed establishments in Newfoundland and Labrador, creating a framework that balances consumer access with public safety, protects minors, vulnerable individuals, and communities, and prevents harm.

Last fiscal, over 3,100 inspections were carried out within licensed establishments. Of the inspections conducted, 97% resulted in no violations. The strong level of compliance observed reflects not only the professionalism of the industry, but also the ongoing communication and collaborative relationships built between licensees and NLC. In addition to regular oversight and inspections, NLC also hosts licensee educational sessions that provide ongoing knowledge, guidance and training to support the safe, legal and socially responsible retailing of alcohol and cannabis across the industry.

A Foundation of Responsibility and Trust

Regulatory Excellence is a shared responsibility embedded across our operations. Every area of NLC depends on a strong regulatory framework to operate responsibly and sustainably. Whether we’re supporting licensees, overseeing cannabis distribution, managing retail operations, or implementing our corporate social responsibility programs, our regulatory foundation ensures we do so with integrity and accountability. This foundation enables us to evolve, innovate, and serve the people of Newfoundland and Labrador with purpose - strengthening our role as a trusted public entity while maximizing the value we deliver to the province.

One of the clearest examples of Regulatory Excellence in action is our commitment to responsible retailing. Through our Check 25 program, our corporate Liquor Store teams are required to request identification from anyone who appears 25 or younger to help ensure beverage alcohol is sold only to those of legal age.

Our teams are also trained to verify valid identification, recognize signs of impairment, and refuse service when necessary. In fiscal 2026, corporate Liquor Store staff challenged 436,000 transactions, an increase of 53,000 challenges from the previous fiscal. While simple in practice, it represents the broader commitment to social responsibility that continues to guide our work across the organization.

Governance also plays a critical role in upholding Regulatory Excellence. NLC’s Board of Directors operates within a highly regulated environment guided by The Liquor Corporation Act, Liquor Control Act and Regulations, the Cannabis Control Act and Regulations and other similar legislation that shape and direct our business affairs and decision-making framework.

In addition, the Board’s Regulatory Committee is an important element of supporting oversight of NLC’s regulatory mandate for beverage alcohol and cannabis. The committee helps guide our regulatory strategy, and supports decisions that are fair, balanced, and aligned with legislation.

Together, these governance structures ensure that Regulatory Excellence is not only embedded in our operations, but consistently upheld at the highest level of oversight, reinforcing public trust, and ensuring NLC continues to serve with integrity and confidence.

At NLC, Regulatory Excellence guides our work every day. While much of this work takes place out of view, its impact is evident. By upholding high standards and placing public safety at the centre of our decisions, we continue to build trust and deliver on our commitment to the people and communities we serve.
